Haikou City will Retrofit 12600 Toilets for Rural Household

HAIKOU, July 1 (Reporter Zang Hui-bin) At July 1, the reporter learned that the Haikou municipal party committee and municipal government were highly valued the retrofit project of rural household toilet waste retreatment and seepage pit septic tank through the video conference of Hainan province pressing ahead with “toilet revolution” in rural areas.  

It is understood that the Health Commission of Haikou City made the best to check and enter the data, currently has been the entry into 148643 of peasant households which includes 40289 households that have leakage of third chambers of the septic tanks.  

On the requirements of toilet retrofit, every areas, villages and town must fix schedules and plan for the commencement of work on how many toilets to be built, accomplishment, safety and quality of construction site, inspection, completion and delivery of construction with a detailed plan. Start from now on, the Municipal Commission of Housing and Rural and Urban Construction has to report rate of work commencement and completion of every villages and town to the Municipal “toilet revolution” leading group and published in Municipal bulletin to make a comparison between 22 villages and towns in the Haikou. For the villages and towns which have lower rankings shall find out the disparity and inadequacy as soon as practicable. When the breakthrough point was finding out, it shall quickly catch up the work lagged behind and ensure the mission of “toilet revolution” could complete on time in high quality. At the same time, the quality shall be ensured during the retrofit process and inspects its qualification after one was completely built. As the “toilet revolution” project was intended to benefit the masses of peasant households, it shall not become jerry-built or dragging project. The “toilet revolution” competent department of the areas shall be ready to inspect and accept the delivery. For the construction that does not qualify shall not be given any acceptance and shall not allocate any funds.
